16.4. (Repealed).
16.4. The board, a commissioner acting alone for the purposes of an inquiry or a hearing and any person designated by the board to make an inquiry are vested with the powers and immunity of commissioners appointed under the Act respecting public inquiry commissions (chapter C-37), except the power to impose imprisonment.
